Spain’s Department of Traffic (DGT) has announced that new laws governing the use of electric scooters and other personal mobility vehicles will come into force from January 2nd, 2026.

The law will require all scooter users to have insurance covering third party damages, and scooters users must wear helmets as well as a reflective vest or tabard.

Only one person may use a scooter at a time and the maximum speed will be 25 kph. Use of headphones or mobile phones is prohibited, just as it with other road users.

The vehicle must be registered with the DGT, certified roadworthy and bear a sticker or plate allowing it to be identified in the same way as a car’s number plate.
